I agree with your second (drugs) and fifth (age of consent) points, and the idea behind your fourth point.
It looks like we'll be out of Iraq in the not-too-distant future, so I'm not really worried about Iraq anymore.
Afghanistan (which is inextricably linked to the Taliban and to Al Qaida's presence in the border regions) is a different matter. We should, if anything, commit far greater manpower and resources to help stamp out the Taliban and extirpate Al Qaida.
Elements of the Patriot act make sense; the problem is oversight. So I'd modify (not cancel) the Patriot act and put the FISA court in charge, with extremely explicit rules.
Banning abortion will only endanger the lives of women; it won't reduce the number of abortions. Besides, federal law CANNOT ban abortion; there's no legitimate interstate commerce aspect to abortion, so abortion is a states rights issue. There's no chance in hell that 75% of the states would support a Constitutional Amendment banning abortion. The best (from an anti-abortion perspective) that could ever happen at a federal level would be overturning Roe v Wade. Then we'd have abortions legal in many states and illegal in many others. The no-abortion states would need to pass all sorts of big-brotherish laws to prevent pregnant women from crossing state lines to obtain abortions. It would get VERY ugly. Do you really want that?
I'd revamp the health care system to require insurance companies to offer comprehensive plans at group rates to anyone who applies. I'd also require insurance companies to offer a very basic, no-frills plan, again at group rates. I'd have the federal government grant a means-adjusted health-insurance income-tax credit such that everyone can afford health insurance.
I'd greatly liberalize immigration to the U.S.
I'd put in place an extremely generous system of taxpayer-funding of elections.
I'd place strict limits on gerrymandering. The current system is grossly unfair.
