Just some random crap off the top of my head.

1) Foster the education system with common sense solutions. Get rid of the union teacher bull shit in the U.S and learn what the top country in education does and copy that system of learning.

2) Harsh ass punishment for thugs. War lords, mafia assholes anybody that breaks the law all that shit. You break my rules I break your arms and legs. I would institute eye for an eye tooth for a tooth and let the punishment fit the crime. In the case of rape your dick comes off. For woman, remove their hands. This will enforce a peaceful society where woman could walk the streets at night like in Singapore.

3) Create a health care sytem based on compition and let people buy health care coverage that suits them. Get rid of the BS with pre conditions and corrupt shit like that.

4) Build up and employee people to work in the poorest regions on earth to end hunger. GM food would have to be part of this since areas in Africa are ravaged by insects that eat all the damn food. GM food would be limited to where it would be needed.

5) Set a flat tax.

The above assumes that I have absoulte power and there are no assholes I have to deal with
