What 3d modelling software is the best?

I don't have much experiance, but Newtek's Lightwave is a fantastic piece of software for a even better price. THe image quality should be on par with the others mentioned (of course image quality is a very vague term, so if you have specific requirements, make sure to do your research)
 
the visual quality comes from the renderer.... which the best are renderman and mental ray and I think one or two more which I dont remember the names of right now
 
Modelling and rendering are two completely different things.
The best renderer around is renderman. You'd probably want to use Maya for modelling if you wanted to use renderman, unless you work at pixar.

aah. Thanks. I'm just beginning to get into 3d modelling, been trying out some demo software and am looking forward to going to college for 3d design. This helps alot. Thanks!
