The problem isn't likely as widespread as you may think. What is likely happening is that the phone equipment in your area has been cut off from the host (main) equipment. When this happens, the remote equipment will go into Emergency Stand Alone (ESA) mode where it will only process calls internal to your area because the remote office equipment can no longer communicate with the host office equipment which does all the switching.
The most common reason for this is a cable cut, but there are a number of other reasons that this may happen including storms, power outages or accidental unprovisioning of the equipment.
