Say you send money, but the person you sent it too doesn't have ID, is it possible to put a security question on the amount still? and if so, how would one go about doing this.

You can put a security question only for transfers within the US I believe. I'm not sure if this can fully replace a photo ID though. And this is all before you do the actual transfer. Not sure if you can put one on after the transfer. Ask WU about it. Or cancel the transfer and retry.
