Western Digital Elements 1.5TB = Slow

Hi I've order 2x Western Digital Elements 1.5TB for Media purpose and it came with NTFS formatted. And I was X-fering around 450G worth of media files and it took nearly 13 hours and rate at 28-31MB/s. Is it too slow? Or thats just how USB 2.0 is or maybe the HD came defective.

28-31 MegaBytes per second is a typical data transfer rate through a USB 2.0 connection.
