My thoughts:
1) She taught her daughter a lesson that (a) she shouldn't drop things and (b) that it is courteous to pick up your mess,
2) I would have thrown the bears away after picking them up, but eating them really won't cause harm for the vast majority of people (those who aren't in a bubble). In fact eating a little dirt will help her daughter's immune system and help prevent alergies (many studies show that the more dirt, germs, etc you are exposed to while young the less likely you are to have alergies). Either way it is likely a benefit for her.
3) I'd do it just to shut up the girl in public (along with a gentle request not to cry in public).
