Well, here is the deal...
I was able to swap some parts and I ended up with a 2200+XP (version A) for my Epox 8kha+ mobo. Now I have never oc'd in my life, but when I installed my new Volcano 9, I figured, hey, this thing is loud enough, I should be able to OC a little! So i go into BIOS and make the frequency 140 instead of 133 (remmeber, this is like CAS 2.5 Crucial run-of-the-mill 266 ram), and everything booted up, and I oc'd from 1.806 ghz to like 1.904...w00t w00t!
lol, anyway I tried to make the multiplier 14 instead of 13.5, so i could reach the 2ghz mark, but it is still at 13.5 when i check WCPUID...so i am like, duh! it must be locked.
Anyway, how hard is the process to unlock my proc, and if that doesnt work out, what is some good ram that is pretty oc'able but wont break the bank?

P.S. Seriously, how much of a CPU's lifespan does ocing really take off of it...my volcano 9 held my 100mhz OC at 38 degrees C (according to MBM) , after running [ H ]'s UT2k3 benchmark, so I dont think that seems too bad.
