Weirdnesses in getting dying hard drive recognized

I've been trying to recover data from a hard drive that is dying. The PC is a Dell 4600c (865 chipset). At first I tried to connect the dying drive to the second IDE controller as master (boot drive as master on primary IDE controller). System stops in BIOS saying "can't find drive 0 on secondary controller". So next I connected the good drive as master on the second IDE controller, and the bad drive as slave on that controller. Machine pauses after BIOS, but doesn't give an error, then boots into WinXP. However, the second (bad drive) isn't seen/detected. I tried OnTrack's recovery program, and it doesn't see the drive, either. I do hear the drive doing something like data access. But it's not seen. (Tried multiple times).

So THEN I tried the same thing, but booting into the OnTrack recovery program from a boot floppy...This time...both drives are seen. (Second drive wasn't seen booting from floppy if the bad drive was on its own controller).

Hmmm...Can someone explain this behavior to me?
