Weirdest problem ever!!

OK every possible thing seems to go wrong with my HTPC computer. It's driving me nuts.
It was my mom's internet PC before, but I took it to use as an HTPC for my 61" DLP.
First the DVD-Rom won't work. It can list the files(really slowly), but it will not read it. I could copy pictures through a cd though, but extremely slowly. OK so, I get fed up, and just transfer the video over through the network. AND IT WON'T PLAY IT!!! The video player freezes up, and refuses to play it.

So I think, OK I reinstall windows and it'll be fine. So I try to boot up from the windows CD, AND IT WON'T BOOT!!!!

OK so I think, the DVD-ROM must be broken then. So I take out my sparkling NEC 16x DVD-RW DL drive out, and stick it in the machine, AND IT STILL WON'T READ IT!! I swapped IDE cabes, NOTHING! I changed IDE channels, NOTHING!

OK so it sounds like the mobo IDE controller must be fvcked right? Then explain why windows won't fvcking read video files!

WTF IS WRONG WITH THIS COMPUTER!!

Specs of system:
Athlon XP 2000+
Shuttle nforce2ultra mobo with MCP-T southbridge
Geforce 6200
512MB DDR
 
Like....how does it not boot...can you not hit enter and have it boot off it...or does the prompt to push any key not even come up?
 
I set the bios to boot from CD, and it doesn't even give the prompt. It just begins to boot directly from windows.
Then I try disabling all boot modes but CD, and it says NO BOOT

When it's POSTing, can you tell if maybe something is not plug-and-playing right with the IDE controller? Is this a recent thing, or do you know if it's been chronic?

It worked fine before, which is how I was able to get windows installed on it in the first place.
It's been consistently messed up ever since I tried to hook it up to my TV over half a year ago.
 
Is there any chance that the mobo BIOS is partially corrupted (power loss, brownout, etc.)? Seems odd that it won't even boot from a Windows CD that it did before. Only other thing I can think of is somehow the Nforce chip overheated and killed off part of the IDE controller.

EDIT: If the chipset got FUBAR'd, that may also explain why it isn't playing video. It has to send the HDD data to the video card at somepoint, and that comm channel is broken or buggy.
