Weird wireless access points in my building..

My WiFi connection lists has these four odd access points/routers listed in my apartment building, all with names that seem to be serial numbers:

508804
544903
488030
590909

They all have pretty high signal strength, odd because my router, a room away from me in my own apartment, has less signal strength and I can't connect to any of them even though they do not have a key.

What the hell are these? Is it possible that the buildings security cameras (in the lobby, not implying they have hidden cameras) uses a version of wi-fi?

I thought that, but my PDA doesn't list any of those connections outside of my building, so it seems more localized. MAYBE my building's management is setting up a public network (or a pay one) that hasn't gone live yet... Or maybe it's a data sharing network (not WAN)..Hmmmm
 
Can you grab a packet sniffer and see what the response is when you try to connect?

Dunno if that'll tell you a damn thing, but might be worth a try.
