weird Windows ME volume problem

I have a coworker who has a Dell laptop and dock running Windows ME. Everytime he clicks on the volume icon and turns the volume up, it automatically drops down. Not straight down, but drops like 10% every second until it hits zero. I'm talking about the actual volume bar that you drag up and down to change the system volume. I've never seen this before. The computer is clean; he runs Adaware, Spybot, and AVG weekly. There are no other audio programs other than standard Windows stuff like Media Player.

Nutshell: volume bar drops by magic on WinME. Any fixes?
 
Has he tried the latest audio drivers from support.dell.com? Does he have volume controls on his keyboard, and if so, does he have the latest drivers for that keyboard?
