Weird whining sound?

I've been trying to fix my computer for over a week and it appears that my graphics card died on me. The card can't play 3d games and randomly restarts. Today I got a new power supply (500W) and when i turn on the computer there's a weird whining sound coming from the computer, but i can't tell from where. Then i reboot it, and there's a small "dying" whining and the computer restarts. It repeats this several times. It usually freezes when its posting.

When i try the geforce 4 ti4600, it just keeps restarting over and over. It doesn't ever get to post.

Anybody know what the problem is?

Make sure your CPU fan is turning. Could be overheating, or getting hot too fast, causing your heat potection to shut off your PC!

Also check all the fans inside your machine, to make sure the one's in the PSU, and case are turning fine. Then if the CPU fan has stopped turning.....

Pray to the Silicon gods...lol :)

I'm 100% positive the cpu fans are turning. I have no idea where the sound is coming from and it does it everytime i'm just about to load into windows.

i've been trying to fix this computer for 2 weeks and i think i'm going to give up. I'm taking it to the shop.

EDIT: For anyone that wants to know, its a VERY sharp whining. So much that it hurts my ears. It seems to be everywhere so i can't exactly identify the source without something that reads decibles.

Sounds like a problem I had a while back. I have a Geforce 2 64 mb video card that has a huge cooling fan. It was making a lot of noise and my computer kept shutting off. This went on for a couple of weeks until finally the computer died. I got the problem fixed by taking the 4 screws that holds the fan to the cooler and cleaning it thoroughly with rubbing alcohol. For some reason my fan has a lot of dust and lint on it which caused the fan to be unbalanced and make the whining noise. Hopefully you have the same problem and you can fix it by either replacing the fan to you video card or just by cleaning it by taking the fan apart like I did. I would also suggest that you run your computer with the case cover open that way you can isolate the source of the noise.
