Weird waves through my monitor?

I have just switched monitors , I had t oleave my good 19" monitor at my dorm for break. Anyways I am using a samsung sync master 17" CRT and a Saphire Radeon 9500 pro as the vid card. When I am just sitting here ever few seconds maybe 10 I can see weird waves flowwing through the monitor for a moment. The Refresh rate is set to 75hz because that is as high is it can go with the res at 1024x 768. I assumed it is just because the slow refresh rate, but This monirot is ussually on an older system with a Geforce 256 and I NEVER see these lines.I am not sure what they are It is just kinda annoying me that they keep flowing through and interuptting my reading or while doing photoshop. It doesn't seem to do it while playing games. Any help is appriciated.
 
Try to use DVI converter instead and if not maybe try different drivers to cope with the flickering. Also by changing to 16bit color flickering may also go away.
