Weird Video Problem - 7600GT, Evga

My friend's having some trouble and I figured I'd post here for some feedback. I think his video card is the problem but I was wondering if anyone else had some insight. His feedback is below. At this point, my suggestion is to RMA the card. Thanks in advance.

I just built my new computer with a friends help and have been having serious display problems, which I believe are stemming from my eVGA NVIDIA e-GeForce 7600 GT. The screen will freeze, go black, display bitmaps wrong (including the mouse pointer), and frequently won't redraw.

I've tried using the original driver CD, the latest driver from eVGA's site, the latest one from NVIDIA's site, all to no avail. I've also used the Plug and Play monitor driver and the specific driver for my Dell E171FPb. I've tried putting on the new drivers both of these ways: (1) uninstalling previous drivers first and (2) leaving old versions on when installing new ones; neither works. I ran the driver cleaner utility. I've also updated the BIOS. Please, any help would be greatly appreciated.
