Weird video card problem. Super stumped!

I'm having an odd problem. My video card won't boot into Windows. It gets to where it is just about to load the Windows GUI and freezes there with a flashing cursor (DOS cursor not a mouse cursor). I have tried this with two 32 MB nvidia video cards and it doesn't work. I have tried using multiple drivers for each, installing VGA adapter then installing the correct graphics adapter, installing DirectX 8.0a, installing latest chipset drivers and flashing the latest bios.
The weird thing is that the two new video cards WILL work FINE if I install them as standard VGA adpaters in 16 colours!
The problem may have originated when I installed a new piece of RAM but I tried installing my old RAM and it still would not work with the video cards. Are there any specific BIOS settings that could be preventing the system from loading into Windows?

EDIT: PCI video card works fine in the machine.

Running a:
Celeron 400
Abit BH6
128 PC100 (new RAM was 256 PC133)
ASUS v7700 32MB (TNT2 Ultra card also used)
Win98 SE.
