Weird, UAC disabled after hibernation

This is a bit of a mystery to me. I happened to resume my desktop with Vista Business from hibernation, but for some reason, UAC was disabled. It meant I could run any program, view Resource Monitor, view Device Manager, etc... without a UAC prompt. The Task Manager usually has a shield icon over Resource Monitor, but it did not after resume. This is the first time this happened.

The weird things are these:

1. Security Center indicates that UAC is ON (clearly, no nag or anything).
2. Local Security Policy for UAC is not changed from default settings.
3. Internet Explorer 7 Protected Mode is OFF even though it's ON under Security tab.
4. Windows Firewall with Advanced Security has every settings to "Not Configured" (no red stop icons or green shield icons).
5. Only four icons are viewable from Notification Tray (remove hardware, time, network, and audio). Other icons that are supposed to be there are not, but they're running in the Task Manager.

After restart, UAC works normally. The "Resource Monitor" and "Show processes from all users" now have the UAC shield back.

1. Security Center indicates UAC is okay.
2. Local Security Policy for UAC is same.
3. Internet Explorer 7 Protected Mode is now ON instead of OFF.
4. Windows Firewall with Advanced Security red and green icons are back correctly.
5. All programs load properly.

This should not have happened under any circumstances. I am a bit puzzled and concerned as to why UAC mysteriously disappeared, and Windows Security didn't complain one bit.
