Weird thing happening to an ME comp

It's my aunt's comp, not mine. The globe with the windows logo is actually ON TOP of the other icons. You can see the edges of the other ones underneath, but the globe is covering up most of it. It is only going on top of shortcuts, not my computer, recycle bin, etc.... For about a 5 second period after starting the computer up, you can see the original icons, but after that the globes pop up again on top. Does anyone have a clue to what is going on?
 
we've had to rebuild a few machines here at work because of this, but that was with win2k. We tried a little bit of troubleshooting, but couldn't get the globe to disappear.

do a google search for shelliconcache - it appears that deleting this may solve the problem...
