Weird thing going on here...

I'm at work right now (yippy), and one of our PC's runs several applications 24/7. Out of curiosity, I opened up Microsoft System Monitor (it's win98), and noticed that CPU usage is right around 80%. That seems high to me, but that's not the point. I opened up Winamp and the CPU utilization jumped up for a second, then back to 80% (not playing a song yet). Here's the weird part: When I play a song, the CPU usage goes down to below 70%! Then, as soon as I stop the song or exit from winamp, back up to 80%. THIS MAKES NO FREAKIN SENSE! Please tell me why this might be happening, or anything you can think of because I'm totally stumped on this one.

first off get a real system resources monitor, anything from win98 is worthless to measure what youre trying to do, after you try with another program you might get different results.

Maybe (just maybe) there is some background program similar to SETI@home, which only works (and uses system resources) when there isn't anything running. So when you start WinAmp, the background task it stops doing whatever wicked thing it does, and WinAmp starts using the system resources.

If you want a good CPU usage viewer download ATM. No install, freeware, just a execute file and lots of information of all the processes. When I look at the player i use (Ultra Player) it's usin about 5% CPU load.

Win98's system monitor is simply screwed. I used to run system monitor 24/7, it usually starts off at < 5% after a fresh restart, but slowly and steadily rises to around 40-70% as you start, run and close different apps.
