It could be a motor problem or an airflow problem. That "whirring" sound is the drive trying to spin up that could be symptom of a bad motor. The other reason might be there is an airflow problem. The inside of a drive needs a certain amount of air pressure to enable the heads to "float" above the platters. If there isn't enough pressure the heads won't move from it's parked position. Either way you might want to test the system with another drive to narrow down the problem.
