Weird Sound During Boot

hi, i recently put my new computer together and ive noticed that whenever i turn on the computer, it makes this sound like its resetting after the motherboard screen loads. it boots up normally but im wondering if that sound was normal or is it that my psu enough.
 
does it stay up, or crash....
what are the cpu temps?
can check the voltages on the rails.
if all is ok, get used to the noise and smile.
when there is no noise, stop smiling
