Did you try going back to your old supply (or any other)? If so, did it do the same thing? If not, return the supply.

If the supply is good, it sounds like you may have a faulty ground somewhere in your system.

Standoffs should not supply grounding. That just creates ground loops. Grounding is an integral part of the layout of your motherboard.

That was my best shot based on your description. I'm out of ideas at the moment. Off to New Years Eve.
