weird signature issue in Outlook 2003

We use O 2003 on an exchange server at work. This one user's signature always displays a bunch of giberish before it. I've tried the following:

- redoing a new one from scratch
- manually creating with in very basic html
- copying my own sig's html and just changing the name - this worked, but then it somehow reverted to mine, AND it's showing the giberish.

My next step is rebuilding the user's profile, but that is a PITA due to the crappy apps here that depend on the profile. Has anyone seen this before? I have a feeling it's something to do with Western vs UTF-8 encoding. I tried to force to UTF-8 in outlook as well as within the doctype of the html) but no go.

Also what's up with the MS sig editor creating retarded bloated html pages? like wow. The issue with those too is they cause active X errors to users that don't have the zone set to "internet".
