weird service pack issue

I'm trying to install service pack 1 for microsoft operations manager. I get an error that I need windows installer 3.1 (silly that you need a program just so you can install a program... but w/e its microsoft, they're weird like that). So I download msi 3.1 and go to install it, and it says it can't install because I have service pack 1 of windows 2003 installed and that it comes with it.

Anyone ever run into this before, and managed to get around it?
