Weird SbLive! Value problems... plz help!

Basicly the problem is that EAX wont work in any games...but first let me explain to you what ive been through. Firstly i installed the new liveware 3.0 update with the newest drivers. i listened to one of those demos and i heard EAX sound and it sounds pretty good on my Sony good quality headphones. I get into Halflife and enabled EAX. I started up CS 1.0 and it says EAX initialised. I get into the game and there are absolutely no EAX effects. I listened to EAX on my friends comp and it sounds absolutely different. It has echos and s*it like that and you can hear people climbing ladders and their footsteps from far away. i tested my headphones on his comp and it worked fine. I switched the sound back to only high quality and the sound is exactly the same. So its definite that EAX is not working. I tested it on Soldier of fortune gold. Same problem. I tried changing the presets and s*it like that so it would add EAX effects. No hope. I reinstalled the drivers. No hope. i even tried an older version of Liveware. No hope. Then just yesterday while i was playin cs on the net siege loaded up and what do u know. EAX sound worked for once. That whole map evrything was workin mad. I could hear evrything. I even got more kills than normal. Then the next map it sudenly disapeared. No more eax effects. It happened again this morning. I played 3 maps of cs with eax then when i reloaded cs it didnt work no more. Does anyone possibly know how to fix this?? It just wont work!! Please this is very annoying when you have a sound card designed to work with eax that wont work with it. Here are my system specs incase i have a conflict:
Athlon Tbird 800mhz
Abit KT7
128mb apacer pc133 sdram
Leadtek Geforce2mx
directX8
acer aln325 NIC (pci slot 3)
SB Live! Value (pci slot 5 and connected to cdrom via that special cable)
Im running windowsME and i have liveware3.0 with drivers which were released in october2000 and are supposed to be the newest. Thanks for your help...

Might not be much help but I would revert back to Win98Se. I had ME because it still has driver problems and thus may cause games to be excessively slow or not functioning properly. Another possible cause is DirectX8. I don't think you can uninstall it, becuase I know DX7B is more stabler than 8. I don't have HL:CS installed so I don't know how it feels, but you might want to check those causes.. Also, maybe LiveWare 3.0 may be the problem.
