weird reading on my cpu-z

i havent read cpu-z ever since i installed windows vista, so i got bore today and open it up and i see that the voltage constantly jump

from 1.192 - 1.208 -1.224 - 1.256 - 1.280 - 1.304 max. It constantly going up and down through that order and so forth. And also core speed jump from 2000mhz - 3000mhz constantly.

System Spec :
CPU: Intel Core 2 Duo E43000 conroe 1.8ghz *oc 3ghz
MB: MSI MS-7350 650i SLI SPP
Power Supply : not sure.. its 400w came with my 40 dollards case : /


im not sure what causing this but im thinking it might have to do with the power supply, im pretty new at this and not that good with the English so bare with me and hoping for some help. Thanks
