weird problem with shutdown/reboot

hi i posted this in general discussion but reposting here since i think its a windows problem so probably more apropriate:

just built my new PC

specs are

Akasa Eclipse-62 Midi Tower Case
2x 120mm Akasa Amber Case Fan
AMD Athlon 64 3500 32/64Bit CPU S939 Winchester
MSI K8N SLi Platinum NF4
2x 512 Mb Corsair Value Select DDR PC3200 RAM
1.44Mb Sony Black Floppy Disk Drive
Black Classic Keyboard
NEC ND-3520A Black x 16x16 DVD±RW Dual Layer DVD-Writer
LG 16x Black DVD-ROM + 52x CD-ROM

having an odd problem in that it seems to have trouble shutting down, when you shut down or restart it does the shutdown process fine but when it gets to the very end the monitor goes off but the PC does not turn off/restart it just sits there idle untill you either hit the power or reset button

its only a minor problem but quite irritating

while i dont think this makes much sense im quite certain its a software problem because when i first set it up the shut down worked fine it just suddenly started happening at some point when i was installing programs in windows and was restarting a lot to finish installations

i have had this problem before on my parents PC and fixed it via formatting so it aint hardware but dont really have the time to format this PC atm so anyone have any idea what causes this and how to fix it other than reformating?

What version of the Logitech Mouseware are you using?

You may want to check in the EVENT LOG to see if there are
any clues as to what APP may be causing it to hang (my money is on a USB device).

i changed the mouse to PS/2 and still have same problem

and the only other USB devices are a zip drive and a printer which were disconnected when the problem began
