weird problem with Excel

instead of using the arrow keys to move cell to cell, it shifts the entire spreadsheet. what do I click to to make it go back to normal

Sounds like Scroll Lock is on... does it say SCRL in the bottom of the Excel window, on the right-hand side of the status bar? If so, that's it. Press the Scroll Lock key on your keyboard, and the arrow keys should go back to moving from cell to cell.
