Weird problem with a Soyo KT-400 Dragon Ultra-B

I'm helping a guy put together a system and he is using the motherboard in the subject in a Raidmax case. Anytime he completely turns it off, meaning no standby voltage at all, as the capacitors start discharging there is a high pitch whine coming out of the system speaker, at least that is where it sounds like it is coming out of. Anyone else had this happen to them or have any ideas about stopping it, besides disconnecting the system speaker?
