Weird problem: UAC or CTRL+ALT+Del destroys mouse

Anytime UAC starts or anytime I hit CTRL+ALT+Del, my mouse goes haywire. The cursor spasms in a ~50px x 50px area about 50px to the right of my start button. I've noticed that when I had my touchscreen enabled (it's currently set to only respond to the pen and not to fingers), the cursor would sometimes "jump" to that area. My guess is something is caught under my screen protector and sets off the touchscreen every now and then. Anyway, this is getting annoying so I'm looking for a fix. I'm going to update to the latest n-trig drivers, but could anything else cause this?

I only noticed this today. I think the only change is that I tried connecting a Hauppauge 950Q USB tuner today, but those drivers shouldn't have hosed my N-trig drivers.
