weird problem in the recent programs list in start menu

i have been noticing this lately. when i click on Microsoft word on the recent program list, the start menu just closes and nothing happens. i have noticed this with most microsoft office programs. also noticed this on adobe acrobat reader. one observation that i have made is that the programs that don't open, when i right click the shortcut, the "run as administrator" option isn't there. and there seems to be other selections that are missing from the right click menu that are there on other programs. also when i try to go to device manager through the system properties the link for it on the left doesn't work either. i have searched this on google but only found people with similar problems but no fixes. anybody have ideas?
 
do a complete virus scan , an adware scan, an spyware scan and may be u can try hijack this
