Weird problem - easy fix?

I have an old pc I'm using as a fileserver and have this odd issue. Recently I added a new external USB drive for more space and noticed that when I power off the computer, the CDrom and Drive access light stays on (yeah, weird). If I unplug the USB drive, light goes off - this is when the computer is off. Now here's the kicker, the computer won't power on unless I unplug the USB drive. It works ok after I unplug the USB drive, power the computer on and plug the USB drive back in.
I leave this pc on most of the time so it's no biggie, just a quick shuffle with the USB cable if I reboot the computer or something. Reboot thru software is ok, only when I shutdown the computer by pressing the power button and try to turn the computer back on manually that this problem happens. It's an old pc so I really don't want to spend too much time troubleshooting since it's due for an upgrade sometime this year anyway.

Im gonna guess that the drive is externally powered. If so get a USB cable that doesnt pass power (e.g. cut the power lines). Im guessing the external voltage from the drive is confusing the motherboard somehow.
