Weird Problem Computer wont shut down, it just restarts

i built a pc for my dad, P4 2.4, asus P4PE, crucial pc2100, running on win xp pro. while i was checking it out at my house, with my monitor, mouse, speakers, keyboard hooked up, everything was fine. it would shut down from the start menu. so i bring it to his house, set it up with his keyboard, mouse etc, and when you try to shut it down fron the start menu, it just restarts. any ideas?
