weird prob + high mobo temps athlon xp

hey guys,
I didn't know where to post this for sure but this seemed a good place. My system is a few years old, but I have a problem and I cannot understand how it could be happening. I'll try to keep it short.
Its an athlonxp 3000+ @2.2(10x220) on a asus a7n8xe deluxe with 1gb kingston hyperx, 5900xt
(it has been running at this speed for almost 3 years BTW)

ok I had a 350-watt antec psu that was abused a year ago(long story) and while putting a new HD in gave me booting probs and I had to the plug drives in a certain way for it to work; and the only way it worked was to run at stock speeds. so i figured it was time to get a new one. I got another Antec 430-watt--need new one for future vid card anyways. Booted in first try.

Works perfectly at 210x10-- i played bf2142 for like 5 hours w/ no probs. but if i try even 213x10 the computer shuts off as soon as windows starts booting and will even shut off while in bios. i have the voltage at 1.75 as its been since forever.
right now its running at stock voltage @221x9.5(2100Mhz) which is fine speed wise, but i just cannot understand how 3MHz can be causing such a prob. I mean, if it runs fine at 210, you would think windows would boot and maybe have an error in game or something, no, it just shuts off. keep in mind i have been running at 220 for years. wtf?!

also i noticed my mobo temp now idles at 30C instead of 22-24, in fact I dont remeber even seeing the mobo temp that high except on a hot summer day. i can usually tell how warm my room is by the mobo temp is usually only slighly higher.
sorry for the rambling im trying to get this all down w/o going on for 5 pages.

anyone still reading who has any ideas please tell me, thatd be awesome thx:p:confused:
