weird popup link led to these forums

For Windows 10 you need to go to 'Settings', then 'Privacy', then 'Notifications'. Anything listed there is allowed to give you pop-up notifications and can be removed. Mine is empty.
 
Under Windows 7 it's in 'Control Panel' and then 'Notification Area Icons'. Anything you don't want to see just set it to 'Hide Icon and Notifications'.

Who knows which site you visited that left it?

Anandtech Forums doesn't randomly seek out a computer to enable notifications on it.
 
Mine are taken care automatically of by Malwarebytes Premium. Try this - right click on it, and check properties to see where it is stored, then Take Ownership of the file and delete it. Do that in elevated mode.

BTW, I see Dropbox cited - do you have an account there? If so, go there and see if they will take care of it.
