Question Weird network router related issue

Last night, I attempted to access this site and got a site not found. When I tried google, it comes up, so I am able to access some sites but not others. I then tried disconnecting and reconnecting. This is when II notice that the wifi was stuck to the profile of public and there was no way to change it. I forget the network and tried again, and got the same issue. I then tried reinstalling the network driver, but the result were the same. I tried connecting on a different machine, which did not appear to have the issue.

I then tried to connect to the router and notice that I had problems connecting to the login page even though internet was still available. I even tried accessing the login page from a different computer, it wouldn't come up. Finally I reset the router and notice that windows network profile was back and I could select private or public and all internet was working.

I examine the router to see if there were log entries. The only weird thing is that at some point yesterday, the log date started showing up a few months in the future. Most likely hypothesis so far, there was an issue with the time. If the time is off on the router, would it cause network issues?

By the way, I have occasionally had the router go off the deep end where it becomes unresponsive and has to be rebooted. It seems to happen may be once or twice a year. What do you think is causing that and is it related to this issue?

Windows sometimes just acting up without obvious reason, with it's network profile detection.

My ISP - Charter, sometimes will reallocate IP addresses for my area.

When it happens, my router become extremely slow or not responsive. I'll have to reboot both modem & router , sometimes probably 2 to 3 times. Because at the time, it seems the router was unable to get an IP address from the modem.

When I check my IP address, it could move from California to Missouri, or vice versa. And yes, it happens about twice a year.

The time on the router does not affect anything.
