Weird Network Problem

I attend a public college in Wisconsin with a relatively fast internet connection, but the problem is my connection to online servers for any online game is horrendous. I assume that it?s from the million of people who are downloading crap through p2p programs. The thing I don't understand is when I ping the server?s ip through command prompt I get a normal (lower then I get at home) ping. Also when I do speed tests I get reasonable speed (500-1500 download and 3000+ uploads). I'm sure this is problem due to the network at my school that?s out of my control, but I was wondering if someone could explain it, or if possible give me way to fix it.

You probably have a packet shaper or an IP tables box they are pushing the traffic through. You probably can't do anything to fix this.
