Weird Messege from scandisk in safemode

I was just running scandisk in safe mode in Win98 and it told me it had been restarted 10 or more times because somthing was accessing the disk. Now I have seen this message before, but never in safe mode. The only things that were running in task manager were explorer and scandisk. Maybe it was because I was doing a thorough scan, but it still seems strange. Are other services accessing the drive? How can I check them and edit them?
 
Try turning off all power management and screen savers. So the machine will not hibernate or go on standby.
