weird lines penetrating through monitor...

I have a really cheap 17" Proview monitor and around the edges of the screen the picture is distorted with what look like little waves... it's kind of hard to explain, but they are really noticeable when there is a solid color on the screen. Anyway the monitor is almost four years old so I just figured it was dying, but my stepmom recently bought a brand new Dell and her 19" monitor does the same thing (even worse though). They seem to start at the middle of the sides and radiate to the corners. What is it? Any way to get rid of it, or are they just cheap monitors? Thanks.

Yes, I've tried that. The lines move when I press the button but they don't go away or get any better. I don't have anything magnetic near the monitor... I have a set of Altec Lansing speakers but they're of course shielded, the subwoofer is on the floor away from the monitor... could it be anything else?

It could be caused by whats known as "dirty power". Is the monitor pluged into a surge protector that also provides AC line filtering?
 
AC line filtering? I have no idea... the surge protector I have is a Belkin Surge Master II. It doesn't say anything on the website about having AC line filtering. Do you think that's what I need?
