Weird laptop problem

Old Dell Inspirion 8200

So here's my problem:
Its a 1.7G CPU, but whenever I right click computer and look at the "stats" under General/system properties its listed as 837mhz.

At first my computer will be working fine and then in about 5-10 minutes it will start slowing down and error. No bluescreen, but ill start seeing lines on the display, sometimes the whole screen will do weird graphical errors, fuzzy/white/distorted colors and then it will get to the point i have to hard reboot.

At one point I did get an error about a display driver being off.

Is this hardware or likely a software issue? Since it's Dell, i 've been runing the original OS install from about 4 years ago. Windows just acting up?

sounds like the computer is turning down the speed of the computer to save power, if you are plugged into a outlet it might be a windows fluke.

If it occurs when I'm running off a battery- does that indicate software probelms rather than hardware?

Also may be heat related. If you are getting graphical errors, that usually means the video chip is gettig over heated. Check the fan to see if it kicks on a few minutes after bootup.
