Question weird lag in videos

ever since i upgraded my full system i have been having this small stutter or lag in video. i thought it was only with netflix but it is with everything whether it is amazon prime video youtube netflix now even i noticed this lag in in game cinematics. i have not changed my monitor it is still same. where should i start i have samsung 2233sw

Specifically use DDU to uninstall all video drivers.


Boot into safe mode. Run DDU. Then do a clean install of your drivers.

i have just tried on board gpu on msi z490 tomahawk video has still same lag i guess my gtx 1660ti is fine

In nvidia it is default 60hz always i never had to change it since 2012
Hmm, my experience with AMD is that they default to 30Hz @ 4K UHD, and you have to manually go in and change it under Advanced Display Properties in Windows to 60Hz for your monitor.

Otherwise, desktop usage (*yes, including online videos) is weird and "choppy".

well it is already 60hz actually 59.934 lol also i changed hdmi cable, tried on board gpu intel hd but same lag alteast my GPU 1660ti is ok this means and i am upgrading my onitor now as samsung 2233sw was bought in 2011 : i am buying asus vg259Q

reinstall video codecs?

edit: I haven't used windows in ages, but I'd guess a software problem. first thing i'd do install a fresh copy of vlc and see if it plays a local video. If not installing a fresh copy of windows and starting again (or did I miss that part you already did that?)
