Question weird lag in videos

ever since i upgraded my full system i have been having this small stutter or lag in video. i thought it was only with netflix but it is with everything whether it is amazon prime video youtube netflix now even i noticed this lag in in game cinematics. i have not changed my monitor it is still same. where should i start i have samsung 2233sw
 
Are you overclocking anything? If so, stop and see if you still have the issue.
i have oced only ram but on default spd setting it was still same lag but this is only when i upgraded pc to i9 10900k old cpu was i5 2500k and had no problems . monitor and GPU are still same. i wonder why so much powerful cpu has this problem

Did you install Windows 10 fresh after you upgraded?
 
Try power cycling (unplugging from AC wall outlet) the monitor and unplugging/replugging the (HDMI?) monitor cable at both ends.

You might also ran a video player that has diagnostics, showing dropped frames count in realtime and see if the count increments when you see the stutter. Also monitor your CPU utilization % during the stutter.

Is there any chance that you forgot to plug in your video card's power connector so it has downclocked itself?

How old is the monitor? That model has been around for over a decade, so if it has a lot of hours on it, might have the beginning of capacitor rot and get worse. It might be a blessing if it dies... I would've upgraded the monitor before the rest of the system. 😉

i have replugged hdmi both ends, cpu usage is merely 1% as it is i9 10900k, gpu is 8 pin only 1660ti and secured , netflix shows frame delays not frame drops

It should be concise, try things methodically and move on to the next thing. There is too much random noise in this topic to wade through, so I should excuse myself.

Did you have AMD display drivers at any point in time? If so, do a clean driver uninstall and reinstall nVidia drivers. Even if you haven't had AMD, maybe windows 10 update grabbed some janky drivers. If you haven't already, do a clean driver untinstall using DDU (display driver uninstall, search it) and reinstall clean drivers.

everytime i reinstall i just select clean install in nvidia itself

i am buying new cable also lets see if this works, another hdmi port has some better performance now
