Weird ios 6.1.4 / iphone 5 issue - Exchange mailbox

I have a user that setup exchange mailbox on the phone. It only shows stuff from 2008 if I put unlimited Mail Days to Sync. I see the wheel crank but nothing new comes in. I even did a full wipe and restore (ios). I added the exchange account again and it's still showing 2008 only.

I add the same account to my iphone 4 ios 6.1.3 and it has no issues. It shows all email new / old.

The only way I can get the iphone 5 to show new message is if I change the mail days to sync to 1 month or any other value other than Unlimited
