Weird internet problem with windows only?

I just moved into a new condo and have this service provider called Webpass. They have no equipment just hook up your computer via cat5 to the jack in the wall and thats it.

Problem is, it doesn't work like it should. Its advertised at 100 mbps, and their tech (on two occasions) confirmed that I'm getting it in my unit.

When I switch the cable over to my laptop and try it, it tops out at 9 mbps at the most. When I try it with my google TV, i get 4 mbps.

Ideas? Their tech said he'd never seen anything like it ever.
 
Well if the google tv is running at 4, then that eliminates Windows as the issue. Bad cable / equipment maybe?

Tried it with another cable before, no difference. There is no equipment, its just a straight cat 5 cable from the wall.

The tech had an macbook and was able to get the 100mb down

Really strange, if MACbook is able to get 100mb speed, your Windows laptop should also get the same speed. Have you tried connecting your laptop in Safe mode with networking and check the speed ?

Also check your Adapter settings. Try to change the link speed and duplex settings.

I do not know how and what is measuring, but common sense dictates that while their network might be 100Mb/sec. LAN, it is Not 100Mb/sec. Internet feed.

P.S. Yeah it comes from the wall but on the other side of the cable there is Network equipment and Not a Bucket connected to the "Holy Grail".

Is the 100mbit connection describing the link going from the wall jack to the router, or from the router to the internet? My guess is the former, while the speed you're seeing is being limited by the latter.
 
Even if its rated at 100mbps, he shouldnt actually be getting that high. He should be getting like 85-90mbps.

He needs to go to speedtest.net or something similar to check his ACTUAL download speed.
 
The tech is probably a moron and sees his connection from his laptop to the router as 100mbps, not the actual speed of the WAN connection.
