Weird IE problem...(babe pics, and cheesy webpage)

Look at the circled part in this picture and then compare it to this picture. If I had Drempels running, you'd be able to see it do it's thing in the part that's messed up. Anyone know why that's happening? Is it a driver issue or what? I just noticed it the other day surfing around. Those little dots in the second picture isn't due to the jpg compression either. When I scroll the window up and down, the dots sort of move around and fluctuate. It doesn't seem to happen in other programs, atleast I haven't noticed.

btw: I think you need to do the geocities thing with these pics.
