Weird IDE problem

I have a Duron 650 on a KT133 motherboard running WinXP and when ever I transfer files over the network to the drive the transfer mode will gradually drop a level at a time. It starts off at UDMA Mode 4 and it will eventually drop down to PIO. I am checking this through Device Manager under the Primary IDE Controller Properties. I just installed XP today and I installed the latest VIA 4 in 1 drivers (4.36). I really have no idea of what could be causing this. Could it possibly be a bad cable? The hard drive in on the Primary IDE channel by itself. The remaining specs can be found in my rigs under AMD Duron. TIA
 
I tried a new 80 pin IDE cable and that did not fix anything. Also, this happens whenever I transfer files between the 2 partitions on the drive.
 
No one has any idea??? I flashed to the most recent BIOS for the KT7 and I reinstalled XP and yeilded no success.
