Weird horizontial lines during dvd playback.

My dad just had me install a new dvd drive in his computer and when he tries to watch a movie there are these horizontial lines moving up and down on the side of the screen. Its a no name el-cheapo 8x dvd drive. I dont know all of his system specs but he has a celeron 800 with intragrated video and sound with this monitor A proview 15" LCD. I am not sure whats wrong I get the lines in both windvd a power dvd 4.
 
Do you see the lines all the time? Or just when the screen is really dark or solid black? I've seen scan lines on my screen going out to the tv even but I think it's just a limitation to the dvd drive tech. If you see other lines when the screen is bright or has alot of color, then it might be some other problem unlike mine.
 
I see the lines all the time, they even extend on to the desktop when the dvd playing software is in windows mode, I am wondering if I should get a dvd decoder card because that intragrated vid is crap.
