I seem to be having a weird issue with what I believe is the graphics card but could be the monitor. A couple weeks ago my graphics started acting funny in TFC like glitching out pretty bad. Went to try another game and same deal. Decided to restart and while I was getting out of the current game windows taskbar and other window minimize, maximize, and close buttons were all disappearing and glitching out. Restarted and everything seemed fine.
Later that night I took the graphics card out thinking it must be clogged up but was surprisingly clean so I took the heatsink off and put some new thermal grease on. After I did this starting up going through post screens I noticed when it changed that there was this weird circular reddish ball that would pop up and fade out. It kinda looks like a hand print like I pressed up against the monitor. I mean I guess its not hurting anything but I find it weird and annoying. Anyone have any ideas? Thanks for the help.

AMD 720BE (Running on 3 cores oc'ed 3.4ghz)

G.skill 8gb
corsair 750w psu
