Weird ftp speeds

Currently I use SmartFTP to transfer files between my main rig and my HTPC. The HTPC runs cerberus as the ftp server. When I upload to the HTPC speeds are as expected, however when downloading from the HTPC I max out at 85KB/s. What would be the cause of this? Any fixes?

Both machines are running WinXP Pro.

Any chance its a disk problem?

Also swap cables just to make sure and check that network cards are set for auto detect speed/duplex (I'm assuming you're using a switch?)
