Weird font rendering in Windows 8

I'm having an issue with Windows 8 (at first I thought just some websites in Chrome but now I've seen it happen in other programs) and wondered if anyone could offer advice?

Some text in Windows 8, like a little of the text in DVDFab appears too bold and blurry.

Some websites ( Facebook, http://forum.blackmagicdesign.com/ ) are appearing very strangely. I'm using Chrome 30.0.1599.69 m and Windows 8 64-bit. Most sites are fine, including this one, but some aren't right. Such as...

I've checked the Chrome font settings (Standard: Times New Roman 16pt, Serif: Times New Roman 16pt, Sans-serif: Arial 16pt, Fixed-width Font: Courier New, Minimum Font Size: 9, Encoding: Western ISO-8859-1) tried it with the Windows Clear Type on or off, installing the Google Fonts, Removing any theme or such in Chrome, and in Chrome Incognito mode.

Any advice at all would be great. Thanks!

I have also seen on win7 sometimes that cleartype if not run properly will do that too
not sure where it is in 8 but go to control panel and search for clear type and adjust as needed
 
I have GPU acceleration and clear type enabled on Windows 8.1 and it appears fine.

Using Pale Moon though

Hmm this is weird, I went to go try that today (disable GPU acceleration) and I see it's fixed already. It was a new install a Windows 8, and it did do numerous updates today. Random though.
